  • But, there are a number of obstacles

    • Affordability, quality of care and an ineffective referral system.
    • Most doctors, hospital beds and pharmacists are in urban areas.
    • Only 20% of the population lives in urban settings.
    • Chronic shortages of medical supplies at public facilities.
    • In underserved areas (north and northwest), people who cannot afford private health care bear the brunt of shortages in the public sector.
    • Annual Ministry of Health per capita expenditures down from $9.50 in 1981 to $6.30 in 1998.
