- But, there are a number of obstacles

- Affordability, quality of care and an
ineffective referral system.
- Most doctors, hospital beds and
pharmacists are in urban areas.
- Only 20% of the population lives in
urban settings.
- Chronic shortages of medical supplies at
public facilities.
- In underserved areas (north and
northwest), people who cannot afford private health care bear the brunt
of shortages in the public sector.
- Annual Ministry of Health per capita
expenditures down from $9.50 in 1981 to $6.30 in 1998.
